If it is not able to flow back to the heart, then it is a vein issue. Regardless of whether the issue is with veins or arteries, this weak blood flow leads to capillary congestion and the pooling of blood. The tissues around the affected area are damaged due to lack of oxygen. Additionally, blood can leak from the distended capillaries and form a clot around the area, further preventing the passage of oxygen and nutrients to the skin. On top of this, white blood cells may become activated in response to the damage, attacking the area and causing further damage.

There are several different reasons that the ulcer could form.
